New York has become the first state in the US to block landlords from using AI tools to set rents. Governor Kathy Hochul signed the new law after reports showed that these algorithms pushed housing costs higher. Renters could finally see some relief and a fairer housing market.

  • The law directly focuses on software such as RealPage’s YieldStar. These systems pull in competitor data and recommend rent hikes. Investigations found that renters across the US overpaid about $3.8B in 2024 because of this kind of algorithmic price setting. Critics call it hidden collusion between landlords.

  • The bill is known as A4991 and S7882. It changes New York’s antitrust code and makes the use of pricing software that relies on private competitor data illegal. If multiple landlords use the same tool and end up coordinating prices, it will now count as collusion even if it is unintentional. The law starts in 60 days and violations can lead to penalties under consumer protection rules.

  • New York is the first state to act but several cities already passed similar bans. San Francisco, Seattle, Philadelphia, and Jersey City are some examples. The Justice Department has also sued major landlords for using these AI systems. Lawmakers in other states are now being pushed to introduce similar bills.
